The Centre for Democracy and Development (CDD) is set to engage the All Progressives Congress (APC) and the Peoples Democratic Party (PDP) in a debate on oil and gas sector in the next inter-party debate series scheduled for Thursday, January 8th, 2015, at Ladi Kwali Hall, Sheraton Hotel and Towers, Abuja. The debate is part of the Nigerian Political Parties Discussion Series (NPPDS) organized by CDD to strengthen issued based politics during elections in Nigeria.

The idea behind this edition of the inter-party debate series is to seek for the parties' plans and programs to tackle seemingly intractable governance deficit in the oil and gas sector, which is central to the development challenges in Nigeria. It will be recalled that in 2012, the Natural Resource Governance Institute (formerly the Revenue Watch Institute) conducted a study in 12 national oil companies and revealed that comparatively, the Nigeria National Petroleum Corporation (NNPC) is the most poorly governed of them all. In a similar direction, Nigeria was ranked 40th with "WEAK" overall composite score of 42 percent in the 2013 Resource Governance Index (RGI). The research measured the quality of natural resource governance in 58 countries which produce 85 percent of the world's petroleum, 90 percent of diamond and 80 percent of copper against four key variables including institutional and legal setting, reporting practices, safeguards and quality controls and enabling environment.

In a statement made by the CDD Director, Idayat Hassan, it was noted that the "free money mentality" created by oil has precipitated a reckless quest for political power, given the significant relationship between access to political power and state resources."The result has been high level corruption, lack of transparency and accountability, coups and counter-coups, electoral fraud and prebendal behavior among past and present military and civilian rulers," she averred.

As Nigeria organizes its fifth set of general elections since 1999 to consolidate its democracy, CDD, through the debate platform would focus questions around the link between democracy and oil resource governance in Nigeria. A major issue in this debate is how development in the oil and gas sector would reflect in the 2015 general elections and how government can restore citizens' confidence in natural resource management. The debate will also interrogate the electoral promises the political parties are putting forward for the reform of the oil and gas sector and stabilization of long term investment climate in the country. In addition, the debate will look closely at what the electorate should expect in terms of the full disclosure of information on the governance of the oil and gas sector from the competing political parties. Furthermore, the debate will discuss how the political party that is eventually elected will be held accountable after the elections.  These are some of the questions the debate would elicit responses from the representatives of the political parties. The APC will be represented by Alhaji Lai Mohammed, the National Publicity Secretary while the PDP will be represented by Dr. Katchi Ononuju, who is a PDP Chieftain.

An angry man has flogged two lovers who were having sex in his mini-bus in Ajegunle area of Lagos State, on New Year's Day.

LEADERSHIP investigation revealed that the duo, Ben and Ajoke, were caught in the act at about 1:30am in a Volkswagen Fanagon bus at Iyalode street by the owner of the vehicle who identified himself as Bashiru.

Ben and Ajoke were said to have left the scene of a carnival on the same street and decided to have sex; unfortunately, it earned them the disgrace.

Bashiru disclosed that somebody told him that two lovers had sex in his vehicle during Christman eve celebration. The commercial driver said he had to set trap as he took the pains to wait patiently from a dark arena.

According to him, "The two lovers were standing close to the vehicle as they talked and fondled each other. I later saw the man pushing the door of the vehicle aside. I knew they were the same people. I also suspected that they wanted to have carnal knowledge in the vehicle again. So immediately they entered inside the bus, I quickly drew the attention of three strong men in my residence. We waited for some time before we struck. We beamed the torchlight and behold the two people were Unclad having sex. I decided not to take them to the police station but teach them the lesson of their lives.

"I ordered them to lie down in their Unclad state and flogged them. The man received 12 strokes while the female, six. They were the same people that did same on Christmas Day celebration," he said.‎

However, the spirit of professionalism which he displayed in waiting for his chance, and taking it well with some solid performances in a difficult month, tipped the award his way this month" Adelakun said.

The auditorium of the College of Health Sciences at the Benue State University, Makurdi, was on Sunday, gutted by fire.

The Public Relations Officer of the institution, Tse Vanger, told our correspondent that the cause of the inferno had not been ascertained, adding that the fire might have been caused by electrical fault.

It was learnt that spirited efforts of sympathisers and students prevented the fire from razing the collage building.

An eyewitness, who craved anonymity, alleged that the fire was caused by what he described as the "I don't care attitude of management," which would have been averted "if the simple right things are put in place."

The university recorded two fire incidents in 2014.‎

Gobe! 18 Female Soldiers Kidnapped By Boko Haram

According to a report by SaharaReporters, Boko Haram militants may have kidnapped 18 female soldiers in Baga in Borno State, according to information from military sources. Two sources told SaharaReporters that, out of 26 female soldiers posted to the military base of the Multinational Joint Task Force, only eight have so far been accounted for.

The commander of the troops in the area, Colonel Kuti, has also not been found since the insurgents attacked the town on Saturday.Residents of Baga told our reporters that Boko Haram insurgents invaded their town and killed at least 55 people, including soldiers attached to MNJTF. Both residents and security sources said the insurgent attack lasted close to 18 hours before the Islamist terrorists overpowered the troops and seized the military base.

One military source said the attack took them by surprise. He said the troops made a gallant effort to repel the attack, but that hundreds of Islamist militants stormed the military base with high-caliber weapons. A resident revealed that the invading insurgents also burnt down parts of the fishing town.

Bukar Kaka, a fisherman who fled from the town, said no fewer than 50 villagers, including five soldiers, were killed while others sustained wounds in the attacks. He said he saw soldiers fleeing. A military source disclosed that some fleeing sources were headed for Monguno barracks near Maiduguri, the capital of Borno State.

The fisherman said Boko Haram militants sacked the troops from the barracks, with the soldiers fleeing into various locations. "A lot of us found ourselves in the bush. In fact some of them removed their uniforms," said Mr. Kaka.

A security source said the insurgent invaders also stormed other neighboring communities, shooting indiscriminately at people. He added that the militants also destroyed hundreds of houses and shops, often using fuel and other explosive devices.

In an interview with the British Broadcasting Corporation (BBC), Senator Maina Ma'aji Lawan confirmed the insurgents' attack on Baga and surrounding towns. He added that military troops and youth volunteers, popularly known as 'civilian JTF, had attempted to repel the onslaught, but were overpowered by the invaders.

"This is indeed a sad moment for my people who were plunged into bloodshed by the insurgents. Security forces with active support of the youth have been working hard to protect the area from several attacks in the past. But due to the large number of the terrorists and dangerous weapons they used in the latest onslaught these patriotic persons were unable to resist them," Mr. Lawan said.

"We are calling on the Federal Government to provide relief materials for the displaced persons and expedite action [to] liberate the area so that our people can return to normal life," the senator added.

Boko Haram insurgents had attacked Baga on three previous occasions over the past one year, leaving more than 300 people dead.‎

"As a nation and the Sub Saharan Africa's leading energy producer, we had in the past squandered the opportunity to build functional infrastructure to better the lives of the average Nigerian. We can no longer afford this luxury of inactivity.
