Female Corps Member Raped To Death By 51 Year Old

A prosecutor of the Kwara State Police Command, Mr. Matthew Ologbon, has informed an Ilorin Magistrate's Court, presided over by Mr. K.A.Yahyah, that a female National Youth Service Corps member, Miss Yetunde Idowu was raped to death by a 51-year-old man, Abdullahi Tanko, and his gang members. 
 PUNCH Metro had reported that Idowu' corpse was found at the Ilorin GRA. The police prosecutor told the court that on May 23, at about 12pm, the police found Idowu in a pool of blood. 
 Ologbon told the court that investigation by the police revealed that Tanko and his collaborators, now at large, tricked Idowu from her residence to Fate Road, where they raped her to death. 
 He added that Tanko and his gang members raped the deceased inside their car. He said,   "After they had raped Idowu, they carried her dead body to a nearby junction. The police located Tanko's house through the blood traces of the deceased and the suspected killer was arrested. "The mobile phone of the deceased was found with Tanko." 
 Yahaya ordered that Tanko be remanded in prison, while he adjourned the case till August 10, 2015.

20 Days After, Buhari Settles Down To Work, Demands MDAs Bank Accounts

As President Muhammadu Buhari settles down to work, the Presidency has called for the Bank Account Balances of all federal Ministries, Departments and Agencies, MDAs.
The directive to all Chief Executive Officers and Accounting Officers of MDAs was contained in a circular Ref No: TRY A4 & B4/2015 /OAGF/CAD/026/V .1/254 and dated 1 June, 2015.
It was issued by former Accountant-General of the Federation, Mr. Jonah Otunla, before he retired from service, last week.

The circular was titled “Urgent Request for Account Balances of Ministries, Departments, and Agencies, in the Central Bank and Deposit Banks, as at May 29, 2015”.
According to the circular, all accounts of each MDA, including accounts held in foreign banks must be included. Accounts of the nation’s Diplomatic Missions were also affected.
It contained a subtle warning that there would be consequences for any officer who failed to disclose any account or distort information on any account such as doctoring it as it would be considered illegal by the presidency.
It said in part, “To enable the Office of the Accountant-General of the Federation (OAGF) properly brief the new Administration, you are hereby requested to submit urgently, the list and balances of ALL accounts maintained and operated by your Ministry, Department or Agency (MDA) in CBN and DMBs as at 29th May, 2015 .
Such accounts should include Offshore, Investment and Deposit Accounts.”
The MDAs were directed to provide the information in both hard and soft copies.
According to the directive, the information to be provided included: the Account Name, Account Number, Balance as at May 29, 2015, Account Status ( Active or Dormant) and remarks which should include signatories to the each account.
The move considered strategic to harnessing all available cash in an economy faced with dwindling revenue, especially from its primary source, oil, was one of the earliest steps of the new administration towards blocking all avenues of leakage.
Sources said that the submission of all bank accounts of MDAs would be the first step into President Buhari administrations audit of the federal governments financial management, especially by the last administration which had been accused of some huge payments to contractors and consultants in its last months.
It was also learnt that the Buhari administration would put in place stiff financial regulations which would make it difficult for MDAs, especially, extra-ministerial departments and agencies that collect funds from the public in their service delivery to spend such money at will.
The current regulation, allows government organizations which are not categorized as “Revenue Agencies” to spend what they earn and return the balance to the treasury at the end of each fiscal year.
However, Finance Ministry sources said that only few agencies adhere to that regulation, as most of them try to exhaust their funds at the end of the year or return what they like to the treasury, as “unspent fund”, while keeping the balance in their accounts.

Former Turkey President dies!

Former President Suleyman Demirel who is an important figure in Turkey politics has died. 

According to a broadcast on turkish television, he passed away at Ankara's Guven Hopsital of respiratory tract infection and heart failure at 2.05am on wednesday. 

The Deceased who was said to have served seven times as the country's prime minster in the 1960s and 1970s before serving as president from 1993 to 2000 was aged 90years.

Mr Demirel popularly known as "Sulu the sherperd" because of his village background and his canny use of symobls of Islam had lost his wife Nazmiye in May 2013,unfortunately, the couple had no children. RIP Mr Demirel.

Boy Goes Nut After Marijuana Intake

A 28-year old resident of Ijede in Ikorodu area of Lagos state, Jamiu Rasak(not real name) was yesterday, rushed to an undisclosed hospital after inhaling substance identified to be marijuana. 

An eyewitness who does not want her name in print said the incident happened around 8pm yesterday.

"A young man was sighted acting funny, yesterday after inhaling what has been identified as marijuana. The guy who is well known in the community took the hard drug for the first and started acting nut," she told BlackBox Nigeria.

She stated that when the situation was getting out of hand, the victim was taken to undisclosed location by his family members.

NASS Allowance: See Actual Breakdown As Citizens React

Members of the newly inaugurated National Assembly will be paid miscellaneous or regular allowances totalling N8.64 billion next week, and not only their wardrobe allowance.

This clarification is coming on the heels of a report by THISDAY and another newspaper on Tuesday that the entire N8.64 billion was meant for the legislators' wardrobe allowance.

The sum will cover other allowances such as motor vehicle fuelling and maintenance, wardrobe, domestic staff, personal assistant, constituency office, house maintenance, utilities and entertainment, among other perks, for the entire 469 lawmakers in the National Assembly.

Speaking with THISDAY, Senator Ajayi Borrofice (Ondo North) said it was wrong to assume that the N8.64 billion was for lawmakers' wardrobe, noting that wardrobe allowance was the most insignificant part of lawmakers' earnings.

He further explained that the money would include the cost of securing and equipping constituency offices in various local government areas which make up their constituencies.

The lawmaker also said the sum would entail monies being used by lawmakers to organise town hall meetings in their various constituencies.

Borrofice also disclosed that it was wrong to assume that monies being paid as allowances to lawmakers were given for free, saying such allowances are deducted in tranches from their salaries.   

While the miscellaneous allowances, just like the furniture and vehicle allowances, are paid upfront the entire four-year tenure of the 469 federal lawmakers, the housing allowance, on the other hand, is paid on a yearly basis.

The housing allowance for political office holders is usually 200 per cent of their annual salaries while furniture allowance is 300 per cent of annual salaries as against motor vehicle loan which is 400 per cent.

On the other hand, each of the 107 senators, besides the Senate President,  will be paid N4,052,800 as housing allowance. This sum will be paid to them every year. One senator is dead.

This will translate to a total of N433,649,600 as housing allowance to be paid to the Senate annually while both the Senate President and the Deputy Senate President will be provided accommodation by the federal government.

On the other hand, each member of the House of Representatives will be paid N3 970,425 as housing allowance upon assumption of office.

This implies that the current 358 representatives aside the speaker, will collect a total of N1,421,412,150 as housing allowance. Like the case of the Senate, the speaker and deputy speaker will be excluded from housing allowance as the federal government will also provide their own accommodation. One House member also died.

Following monetisation of entitlements of public officials, the lawmakers lost the right to occupy houses built and maintained by the government.

Therefore, the federal government sold the houses previously occupied by the lawmakers to them.

The principal officers of the previous National Assembly benefited from the sale of the houses.

Hence, the Federal Capital Territory Administration (FCTA) is currently building new ones for the four presiding officers of both chambers.

On furniture allowance, each of the senators will take away N6, 079,200 from the national treasury while the furniture for both the Senate president and his deputy will be fully provided by the government.

The total sum to be earned by 107 senators as furniture allowance will be N650  474,400. Furniture allowance is paid once in four years.

In the House of Representatives, each member will be paid N5, 955,637.50 as furniture allowance. This means that 358 representatives will collect a total of N2, 132,118,225 for furniture.

On the vehicle loan, each of the senators is entitled to N8, 105,600 while each House member is entitled to N7, 940,850.50. This means that the entire 107 senators will obtain N867, 299,200 as vehicle allowances while 358 representatives will get N2, 842,824,479 for their vehicles.

Resign If You are Too Old, PDP Tells Buhari

A Chieftain of Peoples Democratic Party in Lagos State, who spoke with BlackBox Nigeria, asked President Muhammadu Buhari, to resign over his statement that he is too old to work alone.‎

President Buhari while in South Africa yesterday admitted that his age would limit his performance as the President of the country.

Buhari, who was   a military governor at 33 and Head of State   at the age of 40, said he would have loved being a President when he was at a younger age . He will be 73 on December 17, 2015.

The President spoke with Nigerians resident in South Africa on Monday after taking part in the 25th assembly of Heads of State and Government of the African Union   in Johannesburg.

He said, "I wish I became Head of State when I was a governor, just a few years as a young man. Now at 72, there is a limit to what I can do."

Despite his advancement in age however, Buhari gave assurance that his administration would make a difference.

Buhari explained that   what brought him to his current position was his love for the country.

While explaining that he had occupied different positions like military governor of the North Eastern State, Minister of Petroleum Resources, Head of State and Chairman of the defunct Petroleum Trust Fund, he stated     people only remember his days at the PTF because he equipped hospitals and schools.

The President said, "I bought bed sheets and   X-ray machines for hospital and   buses for the schools.

"They (Nigerians) remember me more as chairman of the PTF than as a former Head of State, than a governor or a Minister of Petroleum.

"In spite of the fact that it was during my time that I signed the contract for the Warri Refinery, Kaduna Refinery, more than 3,500 pipelines and more than 20 depots.

"We got the tankers off the roads;   we saved lives; we saved fuel and we saved the roads.

"But from 1999 till date, the PDP   messed them up. That is why Nigerians decided to vote me."

Buhari said despite the money politics being played in Nigeria, his victories during APC's primary and the March 28 presidential elections had proved that Nigerians knew what they wanted .

He said some rejected inducement while some collected and still did exactly what they wanted to do when there was time to vote.

Buhari regretted that some "strong   Nigerians" were responsible for the destruction of strong institutions in the country.

He said, "We have a system in Nigeria. No matter what you say about the British colonialists, they built institutions for us, unfortunately we have destroyed those institutions.

"When (Barack) Obama came to Africa, he went to Ghana; he refused to come to Nigeria. And he said Africa or developing countries should have strong institutions instead of strong leaders.

"If he was in Nigeria, he would have known that it was strong Nigerians that destroyed the strong institutions. And paradoxically, maybe another strong Nigerian will come and revive the institutions and make them strong again."
