A Note To APC On Lagos Speakership; Putting Merit First...

By Samson Olugbenga Shoneye

The distinguished legislative activities carried out by Lagos State House of Assembly since the return to democratic governance has no doubt made the House a standard template for other state Assemblies to emulate, in order to achieve legislative excellence in their respective states.

This distinguished nature was achieved for Lagos State due to her ability to select an outstanding Leadership to man the Lagos State Assembly. The amiable working conditions between the legislative and executive arms in Lagos state justifies the competence of the leadership cadre in handling legislative affairs and setting uncommon standard of legislative excellent for the Centre of Excellence.

There is no gain saying that the efficient nature of the Lagos Assembly was achieved and maintained practically due to the fact that at crucial times the phenomenon of zoning is manipulated and override with competence and merit to achieve a workable and brilliant leadership cadre for a dignified Assembly, this can be aptly captured in the scenarios that played out is the leadership of Lagos State seventh Assembly. Leadership of the key positions in Lagos State used to be zone among the three senatorial districts of Lagos East, West and Central. It is believed that once any of the senatorial districts produce the Governor and the Deputy Governor, the third district automatically produces the Speaker of the state Assembly for fair distribution, but under the current dispensation, the incumbent governor, Babatunde Fashola emerged from Lagos Central while his Deputy Adejoke Orelope-Adefulire came from Lagos West, however, the Speaker, Rt. Hon. Adeyemi Ikuforiji, in his first two terms came from Lagos East, but in 2011, he switched slot and fly his kite from Lagos West, having contested and won the Ikeja 1 Constituency seat. In addition, the Deputy Speaker, Mr. Kolawole Taiwo also came from Lagos West. These developments in my opinion put paid to zoning of the position of the speaker, particularly when it has to do with stability and general good.

This not is particularly written to the leadership of the All Progressive Congress(APC) Lagos State chapter, considering the roles it would play electing the leadership of the Lagos Assembly, which many interested members have began to signify their intention to contest for. One thing APC needs to put in mind is the question of who is the best candidate to head the Assembly at this point of democratic consolidation that would benefit majority of Lagos State residents. The candidate must be articulate, intelligent, dynamic, innovative, proactive and endowed with the capacity to management crisis. Again, considering that the house will be welcoming twenty (20) new members out of wish eight (8) are from the opposition party. The party needs to tread intelligently in picking the next Speaker and leadership.

Since the beginning of the 4th Republic in 1999, sixteen (16) years ago, Ikorodu division as one of the five Divisions that make up Lagos State is yet to be favoured by the party hierarchy to hold a principal position in the Legislative arm of Lagos Government, hanging its argument on the basis that Ikorodu has never presented an experienced returning honourable in the Lagos State House of Assembly, thus, constituting a major hindrance to getting any of the Principal offices available in the law making chamber and backed up with the rule of the house that gives returning members more privilege than the first time honourables.

As it stands now for the 8th Assembly (2015 - 2019), Ikorodu people have not only voted for the party (APC) massively in the just concluded election but Ikorodu has also returned Hon. Sanai O. Agunbiade for the 3rd term, who is a ranking member of the house. Agunbiade is not only competent, The Nation Newspaper of 26th of April 2014, captured his ingenuity aptly, "If you want to talk of the brightest and the most articulate, intelligent, versatile and dynamic lawmaker in the Lagos Assembly, definitely it is the Ikorodu 1 Constituency representative, Sanai Agunbiade, a lawyer by profession. He is somebody who has displayed so much passion for the job of lawmaking and is recorded as the lawmaker who has moved the highest number of motions in his eight years in the Assembly."
In addition to the above, during the course of the 7th Assembly, S.O.B Agunbiade was awarded 'Best Male Lawmaker for the Year 2014' by a reputable online news medium, Gazellenews.com. He was also presented as the 'Best Male performing Lawmaker at Plenary' by Lagos State House of Assembly Correspondence Association (LAHACA) in 2014 among others. If the party is looking for a competent hand to coordinate and stabilize the Lagos State House of Assembly, then Honourable Agunbiade is the most suitable choice.
And going by how he handled the House committee on Judiciary, Human Right and Public Petitions, that made many aggrieved parties settle their case out of court as an Alternative Disputed Resolution (ADR), he has the requisite knowledge and maturity to handle the 8th Assembly.
Aside from moving motions and sponsoring bills that had positive impacts on the people as a legislator, he has also made some direct impacts on education, youths and women empowerment, environment, road infrastructures, electrification, water provisions, employment, health and security of lives and properties, and above all, practical and feasible representation to his people which his score card confirmed that. It is very important that the party do away with pettiness that might disrupt electing a competent, active and brilliant leadership for the Lagos State House of Assembly, because the house has a huge task ahead of it to help that Akinwunmi Ambode led administration to fulfil it campaign promises to Lagos State residents.

BBN Report: Three Days To British Elections...what you need to know!!!

No comments :

Add BBN on 2BAFB965
On May 7, 2015, the good people of the United Kingdom goes to the polls to elect their next set of representatives and ofcourse the next Prime Minister. BlackBox Nigeria takes a look at the country's journey to elections five years after a coalition which brought in the incumbent Prime Minister.
Unlike Nigeria which uses a Presidential system of government, the UK operates a parliamentary system of government which means that the party with the highest number of representatives produces the Prime Minister.
The 2015 election is apparently a close race between incumbent Prime Minister; David  Cameron's Conservative party against the left-wing Labour Party which is headed by Ed Milliband. It is indeed another play of the 2010 elections which saw the Tories(another name for the Conservatives) go into an alliance with the Liberal Democrats, a third populist party in a coalition which was described as "a very British revolution" by Dr. Abdul-Rahman Olayiwola, a former Head of Department at the Lagos State University Political Science department. Olayiwola, a former Liberal Democrat Councillor of Chaucer Ward in the UK had posited that the coalition was a move to paralyse the Labour Party.
The UK Parliament has a total of 650 seats while a party needs atleast 326 seats to head the government. In 2010 the Conservatives won 307 seats against the Labour's 258 seats. The Tories went into Coalition with the Liberal Democrats who had 57 seats to get the necessary requirement to form government.

However, BlackBox Nigeria findings reveal that the 2015 elections appears to be a head to head battle between the Conservative Party and the Labour Party as Prime Minister David Cameron seeks to continue his leadership of the parliament as well as his continued stay as the head of the British government. He would be returning to his Witney constituency which he has represented since 2001.
On his part, opposition leader; Ed Milliband would be hoping to get the majority his party lost in 2010 which saw the departure of former Prime Minister Gordon Brown from the parliament. Milliband who has been representing Doncaster North constituency since 2005 seeks to be Prime Minister and only time would tell if this would come to past as the time ticks slowly to May 7 which is less than 70 hours away.

WoW! Royal Baby Named After Grandfather, Grandmother, Great-grandmother...

The name of the Princess of Cambridge has finally been revealed to the world as Charlotte Elizabeth Diana.
In a touching tribute, the little girl, who was born on Saturday, has been named in honour of her grandfather, her grandmother and her great-grandmother.
Announcing the name in a statement this afternoon after days of speculation, Kensington Palace said: 'The Duke and Duchess of Cambridge are delighted to announce that they have named their daughter Charlotte Elizabeth Diana.
'The baby will be known as Her Royal Highness Princess Charlotte of Cambridge.'

A princess called Charlotte — a name that is French in origin — is a nod to her grandfather, the Prince of Wales.
William has spoken of his deep respect for his father and the amount of time the prince commits to his charitable work. 'I just really hold him in great admiration,' the Duke has said.
The Prince of Wales strove to protect William and Prince Harry following the death of their mother Diana Princess of Wales and backed them as they have worked to honour her memory through their charitable connections.

Charlotte is also the middle name of Kate's sister Pippa Middleton. In French, it means 'petite' and 'feminine' or 'free man'.

In royal history, George IV named his only child Charlotte, but she died in childbirth at 21. George III's wife was Queen Charlotte, who was born 1744.

The Duke and Duchess of Cambridge are likely to have chosen Elizabeth in tribute to the baby's great-grandmother the Queen.
When the baby's older brother, Prince George, was born in 2013, the royal couple took two days to reveal his name, waiting until after Queen Elizabeth II had met her new great-grandson.

BlackBox Nigeria had earlier reported that many Britons had been betting money on a possible baby name with many picking 'Alice', 'Elizabeth', amongst other popular perceived royal names.

IRAN Bans 'Un-Islamic' Haircuts, Tattoos...says it represents devil worshipping!

Hairstyles of a spiky and unorthodox nature have reportedly been banned in Iran because they imply devil-worship, while tattoos and other male bodily adornments also being outlawed.
Jagged haircuts have become fashionable among all strata of Iran's youthful population in recent years, but have divided opinion and been deemed by the authorities as western and un-Islamic.
"Devil worshipping hairstyles are now forbidden," said Mostafa Govahi, the head of Iran's Barbers Union, cited by the ISNA news agency.
"Any shop that cuts hair in the devil worshipping style will be harshly dealt with and their licence revoked," he said, noting that if a business cut hair in such a style this will "violate the Islamic system's regulations".

As well as tattoos being banned, solarium treatments and the plucking of eyebrows — another rising trend among young Iranian males — will not be tolerated, the report said.

Govahi blamed unauthorised barbers for offering the spiky hairstyles and other treatments.
"Usually the barber shops who do this do not have a licence. They have been identified and will be dealt with," he said.
The Barbers Union represents only male hairdressers in Iran, with female stylists having a separate trade organisation.

Only recently, ‎the Ministry of Guidiance released a picture of approved hairstyles for men which was encouraged to be adhered strictly to.

Saudi Beheads Five Foreigners...including three Africans

Saudi Arabia on Monday beheaded five foreigners for murder and robbery, an unusually high number that adds to what Amnesty International has called a "macabre spike" in the kingdom's executions.
Two Yemenis, a Chadian, an Eritrean and a Sudanese were put to death in the Red Sea city of Jeddah, the interior ministry said in a statement carried by the Saudi Press Agency.

It identified them as Yemenis; Khaled Fetini and Ibrahim Nasser, Hassan Omar from Chad, Eritrean Salem Idriss and Abdel Wahhab Abdel Maeen from Sudan.
They were all convicted of killing the Indian guard at a business and stealing money from the safe.
Their beheadings bring to 78 the number of locals and foreigners executed in Saudi Arabia this year, compared with 87 for all of last year, according to AFP tallies.
Normally one or two people are executed at a time.

London-based Amnesty ranked Saudi Arabia among the world's top three executioners of 2014.
Drug trafficking, rape, murder, apostasy and armed robbery are all punishable by death under the Gulf nation's strict version of Islamic sharia law.
The interior ministry has cited deterrence as a reason for carrying out the punishment.

Despite Mayweather Loss, Pacquiao To Get Heroic Welcome From Sad Countrymen

No comments :

Add BBN on 2BAFB965
Like millions of their countrymen, thousands of fans in Manny Pacquiao's hometown in the southern Philippines were left disheartened and dejected Sunday afternoon, after their hero and champion lost to Floyd Mayweather in the "fight of the century" by unanimous decision.
"It's not fair," said 36-year-old Judith Lozano of General Santos City as she reached under her glasses with a handkerchief to wipe tears away. "You could see Manny was hitting him more."

As Michael Jordan, Beyoncé, Clint Eastwood and other A-listers filed into the MGM Grand Arena in Las Vegas for the richest fight ever (expected to generate revenues in excess of $300 million), Lozano and over 5,000 other residents of Gen San, as the locals call it, made their way to a public sports facility for a free screening organized by the local government. Tickets for the fight were distributed in all the local barangays (administrative wards) in mid-April on a first-come, first-serve basis.
As with the rest of the Philippines, General Santos comes to a complete standstill whenever Pacquiao fights, and the biggest fight of his career was no exception. People were pouring off the streets and into the three-tier public gymnasium well before the encounter began.
"We are very proud of Manny Pacquiao because he brings honor not only to our country but also to Gen San," said Karen Cunanan. The 34-year-old got tickets through a friend and was attending with her son and nephew.

Samuel Malinao was not so lucky, having been at work when the tickets were given out in his locality. But the 40-year-old trailer driver joined hundreds of others outside the arena, watching the fight on televisions set up on rickety wooden tables. "I'm excited," Malinao said. "I feel very proud of him.

Both of them anticipated a Pacquiao win, naturally, but the universe had other plans.
The massive crowd inside the gymnasium appeared somewhat subdued in the lead-up to the fight, with only a smattering of applause and disjointed cheers whenever the cameras swiveled onto Pacquiao's face.

As soon as the fight began, however, it became clear the fans had merely been conserving their energy. Every swing at Mayweather elicited tumultuous roars of approval, and punches that landed had them jumping out of their seats. As the 12-round fight wore on and Pacquiao's American opponent appeared to be gaining the upper hand, there was a palpable dip in the crowd's boisterousness — but not its confidence.
"I think Pacquiao is dominating the fight," said 29-year-old Hermie Cadorna during the 10th round, balancing precariously on a ledge to see above the crowd outside the stadium. "He is throwing more punches."
It was a view Pacquiao himself would go on to express after the loss, saying, "I thought I won the fight, he didn't do anything."
But regardless of the outcome, the Filipino icon will receive the same adoring reception he always does when he returns home on May 8.
"Manny's still our champion," said General Santos City Mayor Ronnel Rivera, who was traveling this week but came back especially for the fight. "He deserves a hero's welcome."

WOW! Ben Carson To Run For American President

No comments :

Ben Carson, retired neurosurgeon turned conservative star, has confirmed that he will seek the Republican presidential nomination in 2016.‎
Carson, who has never run for public office, is expected to be the only high-profile African-American to enter the GOP's presidential primary as he tries to parlay his success as an author and speaker into a competitive campaign against established politicians.
"I'm willing to be part of the equation and therefore, I'm announcing my candidacy for president of the United States of America," he said in an interview aired Sunday night by Ohio's WKRC television station.
He is set to make a more formal announcement during a speech from his native Detroit on Monday.

Carson earned national acclaim during 29 years leading the pediatric neurosurgery unit of Johns Hopkins Children's Center in Baltimore, where he still lives. He directed the first surgery to separate twins connected at the back of the head. His career was notable enough to inspire the 2009 movie, "Gifted Hands," with actor Cuba Gooding Jr. depicting Carson.
"I see myself as a member of 'we the people,'" he told the Associated Press in an interview earlier this year, arguing that his lack of experience is an asset.
"I see myself as a logical American who has common sense," he continued, "and I think that's going to resonate with a lot of American, regardless of their political party."
The 63-year-old Detroit native remains largely unknown outside of conservative activists who have embraced him since his address at the 2013 National Prayer Breakfast, where he offered a withering critique of the modern welfare state and the nation's overall direction.
The speech restated themes from Carson's 2012 book "America the Beautiful," but he excited conservatives by doing so with President Barack Obama sitting just feet away.

A 19-year-old Kadijat Salami, a staff of a popular eatery at Kilometre 14, Idiroko Road, Sango Otta, Ogun State, is currently cooling her heels at the State Criminal Investigation Department, Elewe-Eran, over alleged connection with the death of her colleague.
The suspect, it was gathered, allegedly hired some thugs last weekend to beat up one of her colleagues, Rotimi Ewedemi, 31, after a misunderstanding.
Report said the deceased, along side the suspect and other members of staff, went out for an outdoor function and returned Saturday.
Their supervisor, whose identity is not immediately known, was said to have held a discussion forum with members of staff during which the deceased was said to have made a statement that provoked the suspect.
But an account said the deceased accused the suspect of being responsible for some missing materials after the outdoor service.
"Kadijat Salami said if she was a magistrate that she would shoot Rotimi Ewedemi to death over such indictment. In anger and apparently considering the age difference, Rotimi slapped Kadijat for being insolent," said their colleague who would not want his name in print.
Eye witnesses said Salami, who threatened to have her pound of flesh, immediately put a call through to her boyfriend, informing him of the assault.
After close of work, at about 10pm, unsuspecting Ewedemi was said to have been attacked by Salami's boyfriend (identity unknown) and two other thugs, with dangerous weapons.
In the process, Ewedemi reportedly hit his head on the culvert, consequent upon which he died.
He was said to have been abandoned in the pool of his blood, from where some of his colleagues rushed him to a private hospital where he was administered first aid.
An eye witness, who spoke on condition of anonymity, said apprehension set in after Ewedemi who managed to get up to ease himself started complaining of pains in the head.
"He was rushed to the General Hospital opposite Onipanu police division, popularly called Obasanjo Police station, where unfortunately he was confirmed dead.
''When his colleagues got wind of the tragic incident, they mobilised and apprehended Kadijat Salami and handed her over to policemen at Onipanu division," the colleague stated.

The Police in Lagos have arrested seven suspected members of a robbery gang that had been terrorizing residents of Alaba Oro, in Suru-Alaba area of the state.
One of the robbers, who gave his name as Azeez Adisa (22), claimed to be leader of the gang and son of a serving Police Inspector.
Azeez and members of his gang met their waterloo after a successful operation.
They reportedly stormed a bank on Odunade area of Alaba, last Monday, waiting for their prey.
A man (names withheld), who had gone to the bank to withdraw N70,000 for the naming ceremony of his baby, the next day was attacked few poles away from the bank, and the money taken from him.
The victim was said to have reported the case at Layeni Police Division, where the Divisional Police Officer, Mrs Ginika Chukwu, led a team of policemen to an Indian hemp joint at Asemota area of Alaba Oro, where Azeez and members of his were reportedly arrested.
Speaking with newsmen, the suspect admitted to have been responsible for various robbery operations around the area.
He said: "I am the leader of a seven-man robbery gang. My father is a Police Inspector, but I will not tell you where he is serving because he did not send me to steal.
"Our modus oparandi included burgling and attacking bank customers, who had gone to withdraw money. Most times we stormed houses that still has their doors opened from 11pm.
"We collect phones, DVD players and cash from our victims. We do not have guns because we have not graduated to that level. We only use machetes.
"At the end of each operation, we would sell our loot and share the proceeds among ourselves, with the largest share coming to me.
"I assure you that now that we have been arrested, residents in that area will witness calm. I promise to turn new leaf if I am allowed to go."

Shocking! 214 Rescued Girls Pregnant...

No comments :

Add BBN on 2BAFB965
THE latest rescue of additional 234 women and children by the Nigerian Army from the Sambisa Forest in Borno State, indicated, yesterday, that a sizeable number of the rescued girls were visibly pregnant, even as unofficial reports put the latest number of pregnant girls in one of the camps in Borno as at last Saturday at 214.
Giving this indication in Lagos, Executive Director, UNFPA, Prof. Babatunde Osotimehin, also disclosed that in the last one year, the organization had taken deliveries of over 16,000 pregnancies in the troubled North East part of the country.
Osotimehin, while giving update of the response to the rehabilitation of the rescued women and children,  said the organization, in anticipation of the magnitude of the problem on hand, had put in place a formidable team in collaboration with the Federal and state governments, to first restore the dignity of the girls, who, he said, are facing severe psychosocial trauma.

On the state of the girls, he explained that most of them, due to the long period spent in captivity, required a special set of services that would facilitate their integration into society.
"What we found is that some of the women and girls that have come back actually have much more in terms of the stress they have faced, so the counselling has to be more intense and working with them one-on-one.
"I'm glad the communities are not excommunicating them and are taking them back. That is an important therapy too. We anticipate this is going to escalate because the military intervention is continuing, we find that more people are now needing our services and we will continue," he stated.
Further, he explained that the UNFPA had earlier collaborated with the Federal and state governments to train 60 counsellors to offer psychosocial services to the affected women and children. He noted that those trained were people from the communities, who understand the context and sociology of the people.
"UNFPA is providing dignity for women. In conflict and disasters, most people would only think of water and sanitation, provision of tents and housing, and food, which are all important. But women and girls have specific needs that nobody else looks after; it is only UNFPA that is doing this. We are giving psychosocial counselling.
"Beyond that, in the growing young people, we will always have pregnant women, but nobody segregates the needs of the pregnant women which are very important and different from the needs of the average community. We look after them, and ensure they get antenatal care and that they deliver properly and that they even get Caesarean Section when necessary.

A Federal High Court in Lagos, last week Thursday, ordered the prison remand of a female member of staff of Diamond Bank Plc, Eniola Morondiya, who allegedly aided some fraudsters to process N241m said to be proceeds of a criminal act.‎
Morondiya, a teller on contract employment with Diamond Bank, was remanded along with the four alleged fraudsters, Suleiman Mohammed, Ibrahim Danazumi, Roland Aroko and Francis Akpabio, all males.
The remand of the five accused persons followed their arraignment on four counts of conspiracy and money laundering before Justice Okon Abang.

The prosecution, in the charge marked FHC/L/170c/15, alleged that the plot to move the N241m proceeds of criminal act, using Morondiya, was hatched during a meeting of the accused persons with some persons still at large on February 1, 2015.
Members of the fraud syndicate were said to have met at Protea Hotel in Maryland, Lagos where they conspired among themselves to, with the assistance of Morondiya, move the N241m into various bank accounts in order to conceal the illicit origin of the huge sum.
Morondiya, who worked at the Jibowu, Yaba branch of Diamond Bank, was alleged to have been paid N3m by one Solomon Ikeije, being her promised share of the N241m made from an alleged illegal deal.
She allegedly received the money on February 3, 2015 and retained same in her own bank account after helping the fraud syndicate to post the N241m on February 2, 2015.
The prosecutor, E.K. Ugwu, further alleged that the fifth defendant, Akpabio, received and concealed N27m of the N241m in the Diamond Bank account of his company, Edokori Oil Ventures.
Akpabio was accused of transferring N7m out of the N27m he received into a certain account number with Ecobank and thereafter transferred another N2.1m into a separate account before withdrawing N3m for himself at the Burma Road, Apapa, Lagos branch of Diamond Bank on February 2, 2015.
According to the prosecution, as of the time of investigation, N15m was discovered in Akpabio's Diamond Bank account.

The five accused persons were charged for allegedly violating Section 15(2) (3), 17 and 18(a) of the Money Laundering (prohibition) Act, 2012.
They however pleaded not guilty to the charges, following which the prosecutor moved the court to remand them in prison custody.
